Subject-verb agreement

Do we need a singular or a plural verb here?

"The item price, including delivery, is / are £65."

Also, if we remove the comas, what verb form must be used?

The subject is "The item price", which is grammatically singular. It doesn't matter how many things you "include" in it, it remains singular:

a) The item price, including delivery, is £65 :ok:

b) The item price including delivery is £65 :ok:

c) The item price, including a million services, is £65 :ok:

The commas are optional in a) and b). But for c), which is slightly more complicated, they help readability. Either way, they don't change the rules of grammar.
